Who is involved and what Pax actually intends remains deliberately unclear (up until the story's concluding twist). There’s no implication that they are associated with an actual dictatorship or radical groups. It is very different from past installments, that openly featured placing nations such as Russia as the antagonists. That approach creates space for players to assign whatever they want onto the conflict, particularly amid the ongoing fallout of actual political assassinations.
Brooklyn Missions: A Contentious Environment.
